CNSA — the one that started last

The agency that was excluded from the International Space Station by an act of the US Congress — and answered by building its own station, its own lunar programme, and its own eight-nation Moon bloc. Six-for-six on the Chang'e run. Two firsts on the far side that no one else has done.

In 1955 the United States deported a Caltech professor named Hsue-shen Tsien to China. Five years later he ran the Fifth Research Academy of the Ministry of National Defense. Fifteen years later, China's first satellite was in orbit.

Tsien — better known in China as Qian Xuesen — had been one of the original founders of NASA's Jet Propulsion Laboratory, held a US Air Force reserve commission, and helped write the postwar report that shaped American aerospace strategy. In 1950 the FBI accused him of being a communist. He denied it. His clearance was revoked, he was placed under five years of virtual house arrest, and when he was finally deported, US Navy Undersecretary Dan Kimball reportedly called it "the stupidest thing this country ever did."

On October 8, 1956 the Fifth Academy was founded under his direction. Four years later, a licensed Soviet R-2 flew as the Dongfeng-1. Four years after that, a fully indigenous Dongfeng-2. Then, on October 27, 1966, Two Bombs, One Satellite: a live nuclear warhead was delivered by a Dongfeng-2A. And on April 24, 1970 a Long March 1 lifted Dong Fang Hong 1 into orbit, broadcasting the anthem The East is Red. China became the fifth nation in space — before Britain, before France on its own rocket, before anyone in Asia.

The manned dream deferred

In July 1967 Mao Zedong and Zhou Enlai approved China's first crewed spaceflight program. It had a Gemini-shaped capsule, a name — Shuguang-1 ("Dawn-1") — nineteen pilot candidates, and a new mountain launch site called Xichang. Its target was 1973.

It never flew. In 1972 Project 714 was cancelled. Mao reportedly declared that terrestrial needs must come first, and resources were redirected. The pilot corps was dispersed. But the food, the spacesuit designs, and the tracking stations survived — and would be picked up thirty years later.

In September 1992, cut off from the ISS and boxed out of the Western satellite market, China quietly initiated Project 921 — the China Manned Space Program. Shenzhou-1 flew unmanned in November 1999. Shenzhou-4 tested a full flight-ready configuration. Then, on October 15, 2003, Long March 2F lifted Shenzhou 5 off pad SLS-1 at Jiuquan with a single occupant: Lt. Col. Yang Liwei. Twenty-one hours and fourteen orbits later he landed in Inner Mongolia. China became the third nation on Earth to put a human in orbit under its own power.

The perfect Chang'e run

Six lunar missions. Six clean returns. Two of them things that had never been done by anyone.

The China Lunar Exploration Program was structured as a four-phase march — orbit, land, return, permanent — and it has hit every milestone on schedule for eighteen years. Chang'e 1 and 2 mapped the Moon in high resolution. Chang'e 3 soft-landed a rover in Mare Imbrium in 2013 (the first Moon landing by any nation since Luna 24 in 1976). Then, on January 3, 2019, Chang'e 4 touched down inside the Von Kármán crater on the Moon's far side — the world's first — while a dedicated relay satellite, Queqiao, held station behind L2 so that the lander could talk to Earth at all.

Chang'e 5 brought back 1,731 grams of lunar soil in December 2020, executing the first autonomous robotic rendezvous and docking ever performed in lunar orbit. Then Queqiao-2 launched in March 2024, and on June 25, 2024, Chang'e 6 returned the first samples ever collected from the Moon's far side — from the Apollo Basin, geology no lab on Earth had ever touched.

The alternative station

In 2011 the US Congress passed what came to be known as the Wolf Amendment, barring NASA and OSTP from using federal funds to cooperate bilaterally with China. It was renewed every year afterward. The practical effect was total: China was locked out of the International Space Station. Chinese scientists could not fly experiments on it. Chinese astronauts would not be trained for it.

China's answer was to build its own. Two test-bed laboratories — Tiangong-1 (2011) and Tiangong-2 (2016) — proved the docking systems and the life support. Then the assembly began.

On 29 April 2021 a Long March 5B lifted the 22-tonne Tianhe core module out of Wenchang. On 24 July 2022 the Wentian lab module docked. On 31 October 2022 the Mengtian lab module joined. In November 2022 the modules transposed into their T-shape — permanent, crewed, and Chinese. Every six months since, a Shenzhou capsule has ferried a fresh three-person crew. The ISS is going to be de-orbited in 2030. Tiangong is designed to still be up there.

Mars, first try — and the constellations

Only two countries had ever landed a working rover on Mars. The United States, six times. The Soviet Union, briefly (Mars 3, 1971, transmitted for 14.5 seconds before it went silent). Everyone else — the USSR again, the ESA, the UK — had crashed.

On 23 July 2020 a Long March 5 lifted Tianwen-1 from Wenchang: an orbiter, a lander, and a rover, all on one launch. It reached Mars on 10 February 2021 and orbited for three months of reconnaissance. Then, on 15 May 2021, the lander detached, went through entry and descent, and set the Zhurong rover down safely in southern Utopia Planitia. Orbit, land, and rove — on a first attempt. Nobody else, ever, has done that on Mars.

The same year finished the BeiDou-3 global navigation constellation — 35 satellites, declared operational on 31 July 2020. GPS, GLONASS, Galileo, and BeiDou. China is the third country to operate its own worldwide positioning system, and the fourth to hold sovereign orbital time. Ground stations from Argentina to Pakistan now receive it.

The alternative future

The programme published a ten-year schedule and, so far, has hit its dates. Next up: an ice-hunting flying probe at the lunar south pole; a 3D-printing test with lunar regolith; and a two-launch crewed Moon architecture designed to land Chinese astronauts before 2030. Then a permanent robotic-to-crewed base at the pole, and one Mars sample-return that aims to beat NASA's own delayed MSR home. On the other side of the diplomatic ledger sits an eight-nation Moon bloc — an alternative to the US-led Artemis Accords.

ILRSCO — International Lunar Research Station Cooperation Organization. Founding signatories: China, Russia, South Africa, Belarus, Azerbaijan, Venezuela, Pakistan, Egypt. Established as an alternative governance framework to the US-led Artemis Accords for lunar surface activity.
